surely by the time 1988 rolled around, the KGB would have known Reagan was in early stages of dementia, so therefore he wouldn't be trusted with much confidential information. But still, this could be Putin but the facial features and hairline are too full - by this time Putin was almost 40 and in pictures with his parents his hairline was much higher on his forehead than there. Also compare height between Reagan and the tourist, and then the difference between Obama and Putin in their toe to toe 8 years ago. Reagan and Obama are close to the same height, and Putin came to Obama's nose in height...
